According to police reports, a 41-year-old man from Rochester, Terry Bahner, was arrested late on November 14, 2025, following a traffic stop on Vermont Route 100 near Quarry Hill Road. Vermont State Police say they initiated the stop due to a traffic violation and subsequently noticed signs of impairment from the driver.

During the encounter, police discovered that Bahner was operating a vehicle with a criminally suspended license. He was arrested and taken to the Vermont State Police Royalton Barracks, where he received a criminal citation for driving under the influence (second offense) and refusal to submit to a breath test, as well as driving with a suspended license.

Bahner is scheduled to appear in Windsor County Superior Court in Woodstock on December 2, 2025, at 8:30 AM. The charges against him are allegations, and court dates may change as the legal process progresses.
