Vermont State Police say Ryan Palmer, a 39-year-old from Windsor, was arrested on January 27, 2026, following a months-long investigation into alleged sexual misconduct and financial improprieties involving the Windsor County Sheriff’s Office. According to police reports, the inquiry was initiated in July 2025 after multiple anonymous tips were received through the Vermont Tip Line.

During the investigation, detectives uncovered allegations of lewd and lascivious conduct, solicitation of prostitution, aggravated stalking with a weapon, obstruction of justice, inciting a felony, and being an accessory before the fact, with multiple counts for each charge. The investigation, conducted by detectives from the Vermont State Police Bureau of Criminal Investigations, identified several victims who provided evidence supporting the claims against Palmer.

Following his arrest at the sheriff’s office, Palmer was transported to the Westminster Barracks for processing and released on conditions, including a curfew from 8 p.m. to 5 a.m. He is set to be arraigned in the Criminal Division of Vermont Superior Court in Rutland at 12:30 p.m. on January 28. The investigation remains ongoing, and police encourage anyone with information to contact the Vermont State Police in Derby.
