According to police reports, two men have been charged with attempted burglary following an incident at the Willoughby Lake Store in Westmore, Vermont, on February 8, 2026. The suspects, identified as 40-year-old Joshua Waterman of Glover and 49-year-old Marcel Cotnoir of Barton, were linked to the crime through evidence collected during a traffic stop later that day.
Police say the attempted burglary occurred around 4:30 a.m., when the suspects allegedly attempted to break into the store using a crowbar and smashing a window. However, their efforts were unsuccessful, and they fled the scene in a blue Subaru Outback. Surveillance footage provided by the store owner captured the incident, detailing the suspects’ clothing and actions.
Both Waterman and Cotnoir face charges including attempted burglary, unlawful trespass, unlawful mischief, possession of burglar tools, and habitual criminal status. They are currently lodged at the Northeast Correctional Facility on a different incident. According to the report, both men are scheduled to appear in Orleans County Criminal Court on February 17, 2026, at 12:30 p.m. Charges remain allegations until proven in court.
