According to police reports, a 45-year-old man from Richford has been charged with burglary following an incident at Troy Hoagies on Vermont Route 101 in Troy. The Vermont State Police responded to the scene on February 12, 2026, after receiving reports of a break-in that occurred around 2:35 a.m.

Investigators determined that a masked individual had forcibly entered the establishment through a window and stolen more than $3,000 worth of cigarettes and vaping products. The suspect was identified as Russell Smith, who was located and arrested the following morning, February 13, 2026. Smith was transported to the Derby Barracks for processing and subsequently taken to the Northern State Correctional Facility, where he was held on a $50,000 bail.

According to the report, Smith is scheduled to appear in the Criminal Division of the Vermont Superior Court in Newport on February 17, 2026, at 12:30 p.m. The charges against him are allegations and may change as the legal proceedings continue.
