Vermont State Police say a traffic accident on Interstate 91 in Windsor late Thursday night resulted in the arrest of a 36-year-old man from Lebanon, New Hampshire, on charges of driving under the influence and negligent operation.

According to police reports, troopers from the Westminster Barracks, along with officers from the Windsor Police Department, responded to the crash near mile marker 55.6 around 11:30 PM. Following an investigation, Leon P. Manley was found to be impaired and was taken into custody. He was subsequently transported to the Windsor Police Department for processing and later released after receiving a citation.

Manley is scheduled to appear in the Vermont Superior Court – Windsor Criminal Division on May 5, 2026, at 8:30 AM. Police emphasize that all charges are allegations at this stage, and future court dates and charges may be subject to change as the case progresses.
