According to police, Russell was driving a 2019 Kia Sorrento when the accident happened near mile marker 50.6. Troopers assessed that he had been operating the vehicle while under the influence of alcohol or drugs. Russell was arrested on the scene and subsequently transported to the Hartford Police Department for processing. He was issued a citation and released.
