Vermont State Police say a 59-year-old woman from Montpelier was arrested for driving under the influence following a single-vehicle incident on Interstate 89 in Richmond. The incident occurred on January 26, 2026, at approximately 3:54 PM, when police were alerted to a vehicle slide-off near Mile Marker 76.
According to police reports, upon arriving at the scene, troopers observed signs of impairment in the driver, identified as Colleen M. Hibbard. After conducting a roadside investigation, they arrested Hibbard on suspicion of DUI. She was subsequently taken to the Williston Barracks for processing. Following her arrest, Hibbard was released to a sober adult and issued a criminal citation to appear in Chittenden County Superior Court.
